The calculator is designed to be useful without pretending that a precise statewide “average horse cost” exists. It combines credible public data with broad market baselines and conservative geographic adjustments, then makes every number editable.
What the labels mean
A state-specific source directly informs the category. In the 2026 seed data this includes USDA/NASS all-hay pricing where reported and 2026 full-care boarding ranges for the states covered by the cited Board & Stable market guide. A boarding range midpoint is used only as an editable planning point, not as an observed statewide average.
No defensible horse-specific statewide average was available. A national planning baseline is adjusted using general state price levels, or a regional commodity proxy. The result is a planning estimate—not a survey average.
A broad U.S. baseline is used because state specificity would add false precision. The complete national dataset is also the fallback if a state record is missing.
2026 geographic adjustment method
For categories without reliable statewide horse-market averages, the calculator uses the latest Bureau of Economic Analysis Regional Price Parities available when this dataset was prepared. The 2024 RPP release was published February 19, 2026. RPPs measure general local price levels; they do not measure horse costs.
Boarding and property-sensitive costs
National boarding and at-home property baselines are adjusted with a blended index that gives more weight to housing and local services:
40% rent RPP + 35% other-services RPP + 25% goods RPP; adjustment capped at 0.80×–1.35×Service-heavy costs
Veterinary, farrier, training and similar service baselines use the state “other services” price parity as a conservative adjustment, capped at 0.88×–1.15×. The cap deliberately limits the amount of false precision a general-purpose price index can introduce.
Goods-heavy costs
Tack, bedding, supplies and related items use the state goods price parity, capped at 0.90×–1.16×.
Hay and feed
Where USDA/NASS reports a February 2026 state all-hay price, that commodity figure anchors the hay/feed estimate. The planning factor blends the state hay-to-U.S.-hay relationship with the state goods price level:
65% × (state all-hay price ÷ U.S. all-hay price) + 35% × goods price parityWhere the USDA table does not report a state value, the calculator uses a median from reported states in the same Census region plus the goods price parity. These records are labeled regional estimates and assigned lower confidence.
Market baselines, not promises
Boarding, farrier, insurance, lessons, training, shows, equipment and home-property costs have unusually wide local ranges. The dataset therefore uses rounded low/typical/high planning bands rather than suspiciously precise averages. Published 2026 market information informs several national baselines, while categories with weak public pricing evidence are clearly documented as Cruzley planning baselines.
All state-adjusted values are intentionally rounded. This makes the model easier to audit and reinforces that a local barn, veterinarian, farrier, trainer or feed store quote is more useful than a modeled number once the user has one.
Routine-care assumptions
University Extension and professional equine organizations are used primarily to shape what belongs in a realistic budget—not to provide medical advice. For example, the forage budget is informed by Extension guidance on typical hay intake, and the calculator keeps vaccination and parasite-control costs as editable annual budget allowances rather than prescribing a protocol.
Farrier costs are annualized from the user’s chosen price per cycle and the number of weeks between visits. Dental care is annualized from cost per visit and visits per year. Training, lessons, clinics, shows and trailering use their relevant frequencies so occasional expenses are not mistaken for monthly charges.
Emergency reserve
The “recommended emergency reserve” is a budgeting heuristic, not a veterinary recommendation or prediction of a future bill. The dashboard shows the greater of three months of modeled recurring ownership expenses or $5,000 per horse, rounded to the nearest $100. Users should choose a reserve and insurance strategy appropriate to their own circumstances.

All calculator defaults live in /data/costs.json. The public calculator contains no hard-coded state price table. The included Cost Data Editor can import the file, edit a state and its sources, validate the structure, and export a replacement JSON file.
For an annual update, refresh source dates and national baselines, update state commodity data and geographic factors, review confidence labels, validate the file, then replace /data/costs.json in the deployed site. The README included with the project documents the workflow.
